Extreme Heat in Rental Housing: Lessons from New Westminster’s Indoor Cooling By-law

Indoor overheating in rental housing is emerging as a critical public health and equity issue as extreme heat events become more frequent in British Columbia, 

Join Councillor Tasha Henderson to learn how New Westminster is leading with Canada’s first indoor maximum temperature by-law for rental housing. We’ll discuss how municipalities can support tenant safety during heat events, reduce risks for vulnerable residents, and advance practical local policies that strengthen community resilience.

Josephine Schrott, Senior Program Manager & Policy Analyst with the Community Energy Initiative at Ecotrust Canada, will also share insights from their recent report Safe Temperatures in BC Rental Housing: Municipal Policy Pathways, as well as their ongoing work in this area. She will help clarify the authority BC municipalities have to establish a “right to cooling” and maximum indoor temperature bylaws, and outline potential policy pathways to improve the thermal safety of renters across the province.
